This verse came to me in a new light – almost a “blinding one” - let's read it together first:
Ecclesiastes 11:4 - He who watches the wind [waiting for all conditions to be perfect] will not sow [seed], and he who looks at the clouds will not reap [a harvest]. (AMP)
Essentially, if you wait till you have "enough" to spare before you sow or give, you never will give. And if you never give, you'll never "have enough" because you need to sow first before you reap a harvest and your harvest is always seed-dependent - both in quality and quantity.

Dr Mike Murdoch said "If what you have in your hand is not enough to be your harvest, make it your seed." I agree that it's easier said than done, however when you realize and remember that:
The generous man [is a source of blessing and] shall be prosperous and enriched, And he who waters will himself be watered [reaping the generosity he has sown]. (Proverbs 11:25 - AMP)
Give, and you will receive [it will be given to you]. You will be given much […a good measure…]. Pressed down [Compacted], shaken together, and running over, it will spill into your lap [the image is of grain overflowing its container]. The way you give to [standard/measure you use with] others is the way God will give to [standard/measure God will use with] you.” (Luke 6:38 - EXB)And God is able to make all grace [every favor and earthly blessing] come in abundance to you, so that you may always [under all circumstances, regardless of the need] have complete sufficiency in everything [being completely self-sufficient in Him], and have an abundance for every good work and act of charity. 9 As it is written and forever remains written, “He [the benevolent and generous person] scattered abroad, he gave to the poor, His righteousness endures forever!” 10 Now He who provides seed for the sower and bread for food will provide and multiply your seed for sowing [that is, your resources] and increase the harvest of your righteousness [which shows itself in active goodness, kindness, and love]. 11 You will be enriched in every way so that you may be generous, and this [generosity, administered] through us is producing thanksgiving to God [from those who benefit]. (2 Corinthians 9: 8-11 - AMP)
...you should and will come to a point where you're motivated to give for your own good.
As I pondered on this in these "trying times" I felt the Holy Spirit say that rather than "watch the wind" we should use the wind as our Source of Energy. Let the times we're in propel you to be a blessing to more people in more ways...and we know that God is always true to His promises. The Bible is replete with examples of God blessing people so they could be and remain a blessing.
When we take the time to count our blessings, we will realize that God has given us all we need in order to be a blessing ourselves. I really like this quote and had to share it:
Wishing you a year in which you can and will say: “God has extravagantly blessed us.”
